What is deal with this new store WinCo?

I have never heard of WinCo until I saw the sign that they are building one in my area.  I decided that I wanted to know a little more about the coupon policy etc, so that I am ready to start saving there too. :)
This is what I found on WinCo's website regarding coupons, assuming that all WinCo policies will be the same across the country.

Q: What is your coupon policy?
A: WinCo Foods gladly accepts manufacturer’s coupons where all the following apply:
  1. The coupon has a valid barcode that can be scanned into our system,
  2. The item is in stock,
  3. Restrictions and requirements listed on the coupon are met. This includes but is not limited to: quantities (minimum required and maximum allowed), sizes, brand names, product variety, expiration dates, and store location.
  4. The coupon(s) is not a result of coupon “stacking,” “doubling,” etc. (*1* coupon per item limit)
*WinCo Foods reserves the right to deny any coupon at any time.

A: WinCo Foods will accept internet coupons, so long as they have a bar code that can be scanned into our system. Internet coupons must also meet all of the above requirements and may be subject to an extra level of scrutiny at the registers with the goal of verifying their legitimacy.

Q: What does mass-cut coupons mean?
A: The term mass-cut refers to the act of taking a large amount of coupon inserts or printed pages, stacking them together and cutting them at once, usually with a paper cutter. Coupon clearing houses may not and usually do not redeem a retailer for any coupons deemed to be mass-cut, this is because it is a characteristic of most coupons obtained through coupon clipping services. Deeming a set of coupons to be mass-cut is up to each store’s discretion.

  1. I believe Winco is just like "Cub Foods" which I used to shop at when I lived in Colorado. It's more of a warehouse-looking place but the prices are usually great and yes, you do bag your own stuff. Reading that they don't accept CC made me smile....Dave Ramsey would be so proud!
